On consent it has the broadest coverage in the field: integrations for eight consent managers, Shopify’s Customer Privacy API read directly, Do Not Track honoured, and consent that can downgrade storage to memory only and clear the visitor ID outright. On contract it is equally specific: a data processing agreement under Article 28(3) whose subprocessor annex names each vendor’s legal entity, purpose, data categories, exact location and transfer mechanism, plus API routes that actually execute data export and erasure, a random 16-byte visitor ID with no fingerprinting anywhere in the SDK, no IP address column in the analytics schema at all, and a German vendor, Drip Trading GmbH in Traunstein, so the processor contract sits under German law. Two rivals still beat it where they beat it, and the honest reader should weigh that: Varify hosts on AWS in Frankfurt and sets no cookies at all, and Kameleoon holds ISO 27001:2022 and SOC 2 Type 2 and can render experiments without touching the device. Its compliance status is precise: program managed in Drata, SOC 2 / ISO 27001 audit package prepared, audit not yet begun. Two facts are the open items that would widen the gap: hosting is UK (London) and Ireland; DPA relies on the UK adequacy decision. The storage setting does not change those locations, and the first audit report remains open.

Varify states it processes no personal data other than the IP address, a data processing agreement including the technical and organisational measures is downloadable, and it is the only tool here that publishes Google Consent Mode V1 and V2 setup instructions. It places second rather than first only on the two heaviest criteria: consent-manager coverage is narrower than the eight-integration field leader, and independent attestation is absent, no SOC 2 and no ISO 27001, with the public roadmap putting SOC 2 at 54 percent.

The infrastructure avoids US hyperscalers entirely, OVHcloud in France and Hetzner in Germany, and ISO 27001:2022, SOC 2 Type 2 and PCI DSS are independently attested, which no other tool in the top three can say. What holds it to third is the contract and minimisation column: no downloadable DPA could be verified on the public site, the EU region is a choice rather than the default, the standard visitor cookie runs 365 days, and IP truncation is documented nowhere.

Best for: Regulated industries that need consent modes and audit certificates from one vendor

It ranks fourth because the EU region is opt-in rather than the default and there is no cookieless client-side mode, VWO points to server-side testing as the workaround.

Company and hosting are in Germany, localStorage replaces cookies by default, the snippet can be self-hosted, and a bring-your-own-tracker option means event data need never reach ABlyft. It wins the 20 percent minimisation criterion outright and still lands fifth, because this ranking puts 35 percent on contract and attestation and ABlyft has neither: no downloadable DPA on the public site, and no ISO 27001 or SOC 2.

Best for: Developer-led teams that want the smallest possible data footprint

Optimizely has the deepest certification list here, ISO 27001:2022, SOC 2 Type 2, PCI DSS and TISAX, plus a public DPA with standard contractual clauses and five consent options. The problem is the one fact a European buyer needs: EU Data Hosting is offered, but Optimizely states that some services are not in scope without naming them, so whether Web Experimentation is covered stays unverified. No cookieless mode is documented for Web Experimentation either, which costs it on the heaviest criterion.

On the criterion this ranking weights heaviest it is the weakest tool in the field: no cookieless delivery mode and no Google Consent Mode integration are documented anywhere on its public pages. Convert’s own pages also disagree on the hosting region, the security page says AWS eu-west-1 in Ireland while the AI information page says Frankfurt, and the public GDPR documentation is still written in the future tense about May 2018.

Best for: Agencies that need audit certificates more urgently than consent tooling

We weight consent and contractual rights above hosting. A legal transfer mechanism can support a non-German location, but a location cannot repair a missing legal basis. We state audit status without implying certification.
